The survey aims to consolidate a comprehensive strategy for building rehabilitation in future including reviewing existing statutory framework, special fund and market practice related to preventive maintenance through comparing policies and frameworks of other cities or countries, constraints of the compliance of statutory orders and stakeholders’ role in preventive maintenance and building rehabilitation and making recommendations. The study covers household survey to over 1,000 tenants and premises owners among the buildings over the territory, in-depth interviewers and stakeholder meetings.
